The Longmont Theatre Company got a $21,000 SCFD grant in 2008 but failed to get Boulder County approval of its application in 2009, when the Cultural Council said the organization hadn't submitted all the required materials.
"Our mortgage payments are well within our ability to pay them," Carver said, even if Cultural Council members "see the building as a liability." He said the Longmont theater organization "has begun investigating ways to retire our mortgage."
The Longmont Theatre Company was one of five organizations the Cultural Council did not recommend for funding. Each of the other four applicants failed to provide all of the required paperwork, members of the advisory panel reported.
"In the end we've been battling these financial challenges, with the strong support of the greater Boulder community, for 57 years. LTC is an all volunteer community theatre made up of members from the community and we welcome anyone who wishes to help or support The Longmont Theatre Company," Carver said.
No representatives from the Longmont Theatre Company showed up to speak at the commissioners' Tuesday morning public hearing on the Boulder County's 2014 SCFD funding recommendations, which will next be considered by that metro agency's board in September.

Not making the cut, however, was the Longmont Theatre Company, which had applied for $25,000 in SCFD money to apply to its general annual operating expenses.

Also incomplete were applications from two out of county organizations seeking SCFD grants to help underwrite the costs of performances, projects or other events in Boulder County Fiesta Colorado, which had asked for $2,000. and the Colorado Hebrew Chorale, which had sought $1,800.
The Longmont Theatre Company is one of the few such nonprofit Colorado theater organizations that owns its own building, he said, adding that "we're in conversations with people in Longmont to remedy the things that concern the SCFD."
In 2013, the Theatre Company again applied for $25,000, and eventually was awarded $5,000 from last year's round of Boulder County's portion of Scientific and Cultural Facilities District grants.
But Steve Carver, president of the Theatre Company's board of directors, in an interview and an email on Tuesday suggested that the Cultural Council had mischaracterized or misunderstands the company's finances.
Boulder County Commissioners on Tuesday endorsed that County Cultural Council's recommendations for awarding about $651,000 to various arts, science, culture and history agencies that sought shares of the 2014 round of Scientific and Cultural Facilities District grants available to agencies that either are located in Boulder County or that plan to provide performances in the county next year.
Of the 70 organizations that would get 2014 grants, the amounts would range from a $760 award to the Boulder Friends of Jazz to $25,000 each Prada Handbags Black Leather for the Boulder Museum of Contemporary Art, the Boulder Philharmonic Orchestra, the Colorado Film Society, the Dairy Center for the Arts, the Longmont Museum, the Longmont Symphony Orchestra, Parlando Inc., the Thorne Ecological Institute, and the Wild Bear Mountain Ecology Center.
The incomplete applications from the Nederland Area Historical Society, which had sought $1,391, and Growing Gardens of Boulder County, which had asked for $21,000, didn't include revenue and expense reports for the current or upcoming fiscal years.
The Theatre Company didn't apply in 2010 or 2011. In 2012, the Cultural Council expressed concerns that the Theatre Company, which had applied for $25,000 in 2012 SCFD funding, hadn't yet demonstrated it had adequate plans for addressing such fiscal problems as the high costs associated with owning, operating and maintaining the onetime movie theater although then Cultural Council chairman Barry Knapp said at the time that the Theatre Company was "on the right track" toward achieving financial health.

Said Carver: "We certainly understand SCFD's concerns. Producing theater is a challenge. Economic times are tough, our production costs have risen by 20 percent over the last couple of years and we've raised our ticket prices to offset that increase."

The advisory panel said in a memo, however, that the Theatre Company faces "financial challenges. The organization has incurred net operating losses in the past few fiscal years, is projecting continuing deficits in 2014 and 2015, has low liquidity and working capital on its most recent balance sheet and has large . debt balances.
"We start the year with money in the bank, and we end the year with money in the bank," Carver said.
As for annual operating costs, the Theatre Company Company has "cut our operating expenses to the bone" over the past two years.
